Our founder, Ray C. Rogers, is a veteran with extensive experience in leadership and process improvement who established Elevate Vets Consulting to support organizations seeking clarity, accountability, and measurable results.
That mission is carried forward by a leadership team that combines veteran-driven operational discipline with deep clinical expertise, including Dr. Cheryl Garmon, DNP, RN, CASC, EVC’s principal Subject Matter Expert (SME) in ASC operations, credentialing, and revenue cycle governance.

Ray C. Rogers, founder of Elevate Vets Consulting LLC, is a veteran whose military service laid the foundation for a successful career in consulting and leadership. With hands-on experience in healthcare operations, team management, and strategic planning, Ray established the firm to support organizations that value clarity, execution, and results.
Under Ray’s leadership, Elevate Vets Consulting continues to grow by prioritizing partnerships over transactions. Each client engagement is approached as a mission—with clear objectives, strategic planning, and dedicated execution.
DR. CHERYL GARMON, DNP, RN, CASC
Director, Clinical & Operational Leadership Advisory Principal Subject Matter Expert (SME) — ASC Operations & Revenue Cycle Governance
Dr. Cheryl Garmon brings over 40 years of surgical nursing, ambulatory care leadership,
and healthcare operations experience to EVC. A Doctor of Nursing Practice (DNP) and
board-certified Certified Administrator Surgery Center (CASC), she has directed multi-
million-dollar ambulatory surgical center (ASC) operations, led 8 successful 3-year AAAHC / Medicare accreditation surveys, and helped orchestrate the building of several surgery centers from the ground up in East Texas.
At EVC, Dr. Garmon leads the Clinical Validation Layer — ensuring that every revenue cycle management (RCM) strategy, credentialing workflow, and operational improvement plan aligns with clinical reality. Her measurable results speak directly: a 0.0% infection rate, 97%+ patient satisfaction, and 32% case volume growth with over 80% staff retention in her final year as Administrative Director at Heaton Laser and Surgery Center.
Dr. Garmon is an Executive Board Member of the Texas Ambulatory Surgery Center
Association (TASCA) and a former adjunct graduate faculty member at the University of
Texas at Tyler School of Nursing. She is a recipient of the Notable African American
Women Award from the Texas African American Museum and the Outstanding Alumni
Award from UT Tyler.
